Don't worry too much about cooling or PSU on this one. All these parts are pretty optimized for wattage and cooling and it shouldn't throttle. Open it up and air dust is every 6 months and it will plug along nicely for a while.
Given that it's HP, I would recommend you reinstall windows when you get it to shed any bloatware HP stuck to it
You will likely be limited for upgradability going with the HP as they like to densely pack in components and use proprietary guts; but you should have room to shove a sata SSD in later when you need more storage.
Lastly, I usually push people up to 3060ti if they're considering a 3060. This is because typically the price: performance ratio is skewed in favor of the 3060ti. This may not be true in the prebuilt market as 3060s are probably discounted for manufacturers but it might be worth considering if you're interested in 1440 gaming.
