Alright, busy morning but I got around to this. I'm coming in weak so far (over budget) but hopefully some other people can chime in with suggestions.

Discussion points:
- I put in $200usd for a graphics card. I listed a 1660 in that slot and I might be way off base here. I'm thinking you can find a used 1660 for $200 but if you can't, I'd recommend looking for an rx580 or gtx1070.
- used parts. I'm still a bit nervous buying used parts because I feel like I walk into the trade with no idea how to assess if it's in good shape. That said, I've had nothing but good experiences buying used. Look for dust-free parts as anybody who takes care of their PC air-dusts regularly. Like regular oil-changes in a car, its evidence that this person takes care of other things too
- if you go with a used case+motherboard+cpu you will likely get a way better deal than what's on the partpicker list I made but you are very unlikely to get parts matching what I listed. Ask here or PM me if you need help once you've found a seller. Look for a 6 core CPU 2018 or newer, ask about wifi for the motherboard if that's something you need and keep in mind case is mostly a preference thing but bigger cases are easier to build in
- a $50 PSU should be fine, but you might be better off asking around. Many of my friends have amazing PSUs just lying around and lots of people who build PCs are happy to gift a PSU if you're interested in building
- I've also assumed you don't care about aesthetic. I'd suggest you build something functional first and then decide later if you want sick lighting. Most people get hyperfocused on lights when building and then 6 months later don't care
If $650 is too much of a stretch or you don't want to wrestle the used market, let me know and I'll see if I can revisit this concept.

Lastly my goal was to hit the target of getting you into something better than a laptop at the same price-point. I feel this hits that goal but if anyone else sees this and thinks I've missed the mark, please comment. The truth is, I don't closely follow the laptop market as I've found myself consistently frustrated with PC laptops
