I have a MC nearby and can pickup mobo/cpu for a little cheaper

The Ram comes in 3200, same price, wasnt sure which to go with. Not sure about the PSU either.

GPU is a 970 im getting for $30 will i can find a new card for msrp lol, im not paying scalper prices. I need the R7/32gb ram for photo editing

With regards to deciding the PSU, start off with what the GPU recommends. I know you're upgrading your GPU later on, but set your sight on one GPU and see what the minimum requirements are. For example, the NVidia FE RTX 3080 is a 750W minimum. However, the Gigabyte Aorus Master RTX 3080 Rev3 is 850W minimum. So look at the specs for the GPU you want and target that minimum PSU.

As for PSU quality/rating, I strongly recommend Gold or higher. I've had bad experiences with Bronze and Silver in that they do not last longer than 5 years; I've never had a Bronze/Silver that lasted longer than 5 years.
