Hello, can someone suggest a good build for a price range of around $800 vs $1000 vs $1200/1300.

If anyone also has the time, maybe even suggest multiple builds for a specific range, mostly the $800 vs $1000.

I also have a question about like amd vs intel cpu. I've looked around and I'm constantly seeing the amd ryzen 5 3600 being said that it is great for its price range? is it really the cpu I should be going for at the $800-1000 range, and what would be the intel equiv? I've read like the intel i5 9600+ cpu is also good but I have no clue what the difference is between like a 9400 vs 9600

For the gpu, what would be the best for the price range of $800-1000, and what is the difference between gtx vs rtx?

And lastly, if you know a gaming laptop between the range of $1000-1300 that could be equivalent to the pc build, what laptop would you recommend?

The answers to most of those questions depend on what game/programs you intend to use the devices for. For the desktop builds in particular, we would need to know whether you already have a mouse, keyboard and monitor.
Lastly, we would need to know what country.
