I have a friend that wants a pc at around $1700 cad after tx and it has to run most games at ultra with 60fps+ and so far I have these two builds https://ca.pcpartpicker.com/list/DsB4TC (more expensive) https://ca.pcpartpicker.com/list/Hcss7T (cheapest) what do you guys think?

I'd wait for the new line of gtx 3080/90 series to drop. If it does actually run 7nm, ryzen will have to drop prices accordingly to stay competitive. Based on the expected benchmarks they put out it should perform 40% faster than the current 2080ti series so I'd hold off unless super urgent.

They're saying it should hit market by october. Black Friday you can usually pick up some great parts at cheaper prices on newegg. Now isn't the greatest time to build highend pc.

I did mention that to him but he doesn't have another PC and he needs something ASAP to continue his work as a beat maker.

Ah. then option A.

Also if ur from US, check microcenter. They have cheaper refurbished if ur friend doesn't mind refurbished. Also if you buy motherboard and cpu together u can get 30$ off @ microcenter.

we're both canadian, but I'm checking canada computers, sometimes they have sick ass deals. I got a 5 3600x for about 240$ CAD
