Select whichever cooler you like the looks of better. Any of them should be able to help you max out an 8c Ryzen NP, you don't need water.
It's right on the edge of 1500 after rebates, if it's too much just drop the GPU for a regular 2080 or 2070S.
Windows key on ebay/kinguin for $15.

Thanks for the response, already bought a setup though. A few of the parts came in already, can’t wait to get started. Ended up going with this setup, just a bigger ssd and a different case
