G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3200 (PC4 25600) Desktop Memory Model F4-3200C16D-16GVGB @88
I will also get a few ssd upgrades and purchase a retail windows 10 incase I run into mobo problems...

Thinking about keeping my current 970? Right now it is running in a pretty shit mobo that does not even match the pci gen needed.

Am I overspending for my needs?

I honestly se no reason to upgrade.
Your system is more then fine.
I got the same cpu and if u want to stream wait for the new
Amd chips in 2 months otherwise there's really no need.

I do have a question. Currently my GPU is made for a Gen 3 pci slot. My current Mobo only has a Gen 2 Pci slot. How much bandwidth or video power am I losing? Not enough to matter?

If it doesnt currently lag it really doesnt matter.

I don't think your losing anything and if you are maybe 1-2fps.
If you had like a titan in there then maybe you'd notice it.
