The motherboard M.2 slot #1 shares bandwidth with SATA 6.0 Gb/s ports. When the M.2 slot is populated with a PCIe-based M.2 drive, two SATA 6.0 Gb/s ports are disabled.

just means it uses the same port as you would when you have a HDD/SSD with sata cable
and no it wont affect performance

not sure, guess you can make a bootable USD drive with windows ISO on it...

also when you buy new games, doesnt it come with a CD? or did it all change

he needs a usb drive to make a bootup instead of spending that money on optical drive he will never use.
like aurthr said, u purchase the key for 5-10$. I mean he can spend $100+ and another $20 for the optical drive for the CD if he's into that stuff

also the games you listed for ur friend, such as apex/overwatch/etc.etc. are all downloadable online through steam/origin etc..
Companies dont wanna waste money on CD's anymore
