More specific use (what games, what programs): I play a wide variety of games, mainly dota 2 and path of exile currently but should be able to run basically any game at any setting
Planned time until purchase: whenever I find a build I like
Do you need an Operating System?: yes
Do you have any specific preferred components?: SSD and enough ram to not have issues, not too picky
Do you need a sound or wireless card?: no
Do you want stock cooling or do you plan on overclocking?: stock cooling is fine
Do you need a monitor? mouse? keyboard?: dual monitors, mouse and keyboard aren’t priority but I’ll be buying new anyways

you can just use my rig when im not home.

but really you dont need a 3k pc to play those games, you can buy a 1k pc and spend the rest on me.

Anything that's a parametric selection will all perform about the same, choose whatever you like the looks of most (mobo, case, ram, vid card). Decide if you want to spend more for the 27" monitor over the 24".
Like shaft said, you could spend an extra 1k and get like 20% more real world performance, but you're better off saving that money for an upgrade down the line IMO.

what resolution you plan on playing?
and only games? dual monitors for?

other people are taking care of helping with finding components, so i'll just add 1 thing.
do more than stock cooling if you're getting a ryzen 7 or 8th gen+ intel chip. get an AiO liquid cooler at least
