Depends what your use cases will be. If it's mostly just for gaming, at that price point I'd go Intel.
If you want to stay with Ryzen, I wouldn't recommend going over 3200 mhz unless you're getting bdie ram since the increased cache latency negates any advantage of the higher clock. (the stick you chose has 18cl, vs the 14 you could get with 3200 for the same price.
Cooler I would select the EVGA CLC 280 over the h150i. Quieter overall operation and similar performance.
If you're planning on using storemi, it only works with up to 250 gb on the primary drive, so unless you're going to partition it, I don't really see the point. If you're doing 4k video editing, just get a 1tb NVME drive and more RAM probably.
IMO EVGA > Asus with Nvidia graphics cards, but that's really all preference to you.
850 watts is overkill for a single gpu setup. A 750w gold will be fine.
Windows 10 key can be got for like $5 on the bay or kinguin.

yea i would rather get the 9700k instead of 7820X... sure u get hyper-treading on the 7820X but lower clock speed and u have to get delidding kit and void warrenty

I mean 9900k is same price as 7820x, but is it actually in stock anywhere that it will ship in 2018? That's the real question. Same with 2080ti.

Also, zen2 will probably beat out the 9900k, but it won't be to market until next summer on the consumer side.
