CPU - Double the cores vs the 1500x (HUGE improvement in video render times).
Cooler - ~3x cooling potential vs h60.
RAM - He shouldn't need 32 GB, most college computers do it with 8 (I just took an AutoCAD class last year, and my desktop with 16 never ran into issues.
Storage - Faster SSD and double the storage overall.
Case - Slightly larger, but still microATX cube style case. Much better radiator and PSU Support.
Monitor - Gonna have a better picture quality being IPS which will matter a lot for doing CAD/GFX work.
Wireless adapter included has cable so you can move it around for better signal. I have personal experience with it and it works well.

Thank you for the help, I was actually originally leaning towards that thermaltake case

It will have better hardware support, better thermals, and more overall customizability. Just a bit larger than the itx build.

adobe loves intel

https://www.pugetsystems.com/labs/articles/Photoshop-CC-2018-CPU-Performance-AMD-Ryzen-2-vs-Intel-8th-Gen-1136/
https://www.pugetsystems.com/labs/articles/Adobe-Photoshop-CC-2017-AMD-Ryzen-7-1700X-1800X-Performance-907/

and many parts of cad loves intel same with gaming

ios would be very important
and you dont really need to spend that much on cpu cooler unless overclocking but then that can cause stability problems for either amd/intel if not tested properly

Yeah but he's not going to be able to get an i7 in that same price range, and since things like CAD and video rendering scale amazingly with high core counts, it's the better bang for the buck imo.
