it's been a long time since I shop for pc parts so I could need some help

I'm looking to spend 1500-2000
I have a hard drive I could re use, but a ssd would probably be nice altho I'd sacrifice that if I could get better parts, I don't really care about my pc booting in 2 seconds
I already did a bit of shopping but I was curious if you guys could show me different stuff from what I've seen so far...and to know if what I look at is actually good

I'm not a gamer...but I'd like to play what ever latest game is and play with my friends(and get raped in the process cause i'm a newb...)

so...eh...yeah

I live in quebec/canada if that matters for the shipping..or what ever

is that the way it goes?
am I better spending more money on the video card instead of the cpu

and obviously if they have enough money, they go for the best on both

gpu > then cpu for gaming.
cpu just needs to not bottleneck gpu and your ok,
