i have 16gb of ddr3. my task manager says im using WAY more than im using. i reformatted. tried 1 stick at a time & having the same issues
is the ram dying? or is my motherboard dying?

That's not an abnormal amount for win10 to use at idle in my experience.
What programs do you have set to launch on startup?
Show a s/s of the list of programs sorted by highest ram usage.

it shows 1gb being used, but says a high ass percentage

How much does it have reserved? (click the memory tab within the performance page)

Looks fine to me.
windows will utilized more ram if its there.

maybe im crazy, but i dont remember it being this high until a few weeks ago

That sounds more like a memory leak.
In which case you need to isolate the program thats doing it and deal with it.

You have 16 but only 8 is being reported?
Or you just don't like 4gb being used? No matter what?

Tweak your os? Many things you can do to lower ram usage
