pretty much finished with build, but there's 2 things i still need to purchase, and i have questions for both.

1. the monitor- ideally i am looking for a 144hz+ 27"+ ips with Gsync. probably 2k res.
i have read that with a 144hz monitor though, stuttering/tearing is not very likely as long as your gpu is handling it.
this true? not buying Gsync could save me some extra cash.
also wondering if this is an item that might see a big sale on cyber monday? might be worth buying a cheap temp for now that i could later use as backup.

2. windows- i've heard mention of obtaining this cheap on ebay, there's a lot of discrepancy of it working out in the end when i google it.
most of the listings on ebay appear to send broken HD's with a linked key, and other stuff such as.
since i do plan to change around some components in the future, i'm also wondering if it could become an issue then.
really idk what to ask about this, i'm generally skeptical of the idea, looking for thoughts about this i guess

here's my pc build for reference (windows not purchased yet)

everything is purchased outside of windows and a monitor.
i'm not as much looking for item suggestions, as i am looking for the insight on the items in general.

i've already figured a temp monitor solution, but windows is a purchase i will have to make very soon.
i have the OEM on my list, but was actually looking at the retail version. this is mostly due to planning to upgrade gpu in the future, and i've read numerous ppl have had issues changing minor components with an OEM license.
the price for the win 10 pro 64/32 bit retail package is $200 at reputable outlets.

ebay still cheapest way to get oem key.
as long as you don't change mobo or cpu you should be fine.

also simple math says 5+5 = 10
10 is less then 200.
