So I’m having issues with my computer, I’m running a 1060 and using 3.2 ghz cpu 2 cores.

Strangely playing games like overwatch use up 60% of my CPU, it seems every game does. But what I’m noticing is my FPS also drops to sub 20.

I’ve ordered a new cpu and mother board combo.

My question is would a CPU running at 80–100% throttle my FPS so much or is my gpu also toast. I’m running these games on minimum settings.

If the gpu is shot which is a better upgrade as it’s only a year into its lifecycle.(gpu not overclocked)

gpu usage when this happens?
resolution?
if you're on a dual core it's probably bottlenecked but no idea why it's only pegged at 60%.

another thing that can cause huge frame drops and low cpu/gpu usage is i/o bottleneck and/or running out of RAM

Dual core sounds pretty damn old, even tho the clock speed is higher, the IPC is probably significantly lower and causing the FPS drops. If you're only playing at 1080p, a 1060 is just fine.

/e also, make sure you have compatible ram for your new cpu/mobo.

Update: after the new cpu was installed I’m back to getting 60-120 FPS on max settings.

Does anyone have a good suggestion for cpu cools that are quiet that fit a lga 1151?

sound is mainly the fans not the cooler.
any after market cooler will work fine with a decent fan.

cryrig h7 / evo 212 are your basic bitches of cooling.

I have an H7 on my Ryzen 1600, with 25% fan speed, I rarely get above 40 C gaming, low 30's idle.
Fan is also pretty quiet if you manually set the fan curve in bios/software; I can't even hear my pc over my room's air vent.
