So my current rig is amd fx-8350, gtx 970, 16 gig ram (cant remember mhz atm), and that's really all the important pieces that matter. I am contemplating doing a new build now with a 1080 ti, or just waiting for 1180 ti. Games list below.

If I was going to do a build. Here is my info.

Budget: $1500-2000
More specific use (what games, what programs): guild wars 2, fortnite, league, doom. And then pentaho/sql workbench j.
Planned time until purchase: Now. Or sometime when 1100 series gfx come out
Do you need an Operating System?: nope
Do you have any specific preferred components?: none
Do you need a sound or wireless card?: nope
Do you want stock cooling or do you plan on overclocking?: probably will AIO watercool
Do you need a monitor? mouse? keyboard?: no need peripherals, psu, or hard drive.

I'd wait for the new intel chips late in the year if you can, by then the 1110 series would be out and prices stabilized with better variations of the card.
If you have to get it now then get this...

Buy w/e fans you prefer the style of, you'll want ideally 1x140mm for airflow/1x120mm for air flow/2x 140mm for static pressure to replace the ones one aio to have all matching.

There are new Intel chips coming out too? Yeah I might just wait for those along with the 1100 series because I want to really future proof. And I've heard its best to skip a generation if you're going to upgrade a graphics card. I'm just itching for a new build. My comp has been struggling in MMOs lately which has been my main gaming. I know i can get a 1080ti right now for around $600 new on Facebook marketplace which is nice. So if that helps get me better pieces on the rest while keeping in budget, that would be awesome.

no such thing as future proof tbh. your just playing the odds...
your main issue atm is the cpu, replacing it means new memory and mobo so when you do go all out then.

agree that main issue is cpu (memory, mobo, cpu replacement).
gpu can wait for now imo - by the time you get the first replacement, you won't have much longer to wait for 1180

Is there any confirmation on the new Intel processors that they will work with z370 boards? Or are they going to require new boards? There have been some slick deals on Ebay and microcenter lately for z370 board?

I'm gonna have to do some research on the new cpus I guess.

idk if it will be supported though.

If that past is any indication, they will not be compatible. Can't make money as a company that way. :/

Those will be the 9900, 9700 right? Coffee lake+? I hope they release by the end of this year.
