Windows 7 Home Premium (x64)

3.40 gigahertz Intel Core i5-4670K

My friend tells me I can upgrade to a gtx 1060, get an SSD (256 gb?), and a new motherboard and keep my processor to make a decent budget upgrade.

Ideally - My budget cap is around $350~ but I can go $400-$500 if the difference is major

I'm in hopes of using this pc for dual monitor, and is streaming a possibility with an upgrade of this degree? (I don't care about playing games on ultra graphics)

No reason to upgrade from z87 to z97 unless you need a specific feature.
1060 6gb, pretty much anyone you want

That should hold you down for awhile and leave you plenty of space for games and OS on it.

you will want some more ram for streaming, 8gb will be kinda sluggish if your trying to play an mmo and stream and you shouldnt be running that gem of a cpu in stock setting =[
even if you just have a stock cooler you should be able to get 3.7-3.8ghz if not even 4ghz, hyper 212's are rather cheap and a very efficient way to get a decent overclock without going for max with liquid cooling
with your budget though you may want to look into a decent cpu cooler so you can a little more without buying op ram.
and also, an ssd wont help you game better, if your ok with your current load times for starting up your pc and opening your games then save your money there, ignore the cpu cooler and double up on your ram.
16gb of ram with your nice cpu at a calm 3.7ghz and a gtx 1060 6gb and you can stream whatever you want

The motherboard won't bottleneck. Generally when we talk bottle necking, we are referring to the CPU and the vid card.

~500 gig SSD, GTX 1060/1070, and another 8gb ram would keep you running strong for another half decade.

Also, I'm looking at ram and the prices vary greatly.

I feel like at least an extra 4 gb of ram would help but I don't know if I should go cheap, ddr3 vs ddr4, and any other factors. I'm a novice at this :unsure:

Ideal thing would be to get another set of similar memory to what you already have (same size, same number of dimms, same speeds). Also, your MOBO is only compatible with DDR3.
You can look for used RAM, shit lasts forever.

/e If you can post the full specs of the ram, that will help us find some for you (brand/model, speed, latency, # of dimms)
