is there really any big difference warranting $40 more for a 2 fan than this?

While he's correct he's also kinda wrong in some cases.
Heat plays a factor in GPU's you could lose anywhere from 5-20% performance from a single fan gpu to a dual fan gpu based on brand/model due to throttling.
Usually theres more noise a from single fan gpu's when being used as they have to work extra to compensate for the lack of heat dissipation.
Also highly doubtful you'll be able to overclock a single fan gpu far if at all if thats something you planned on doing.

No cause it really depends on the model and brand of the gpu.
Not all single fan gpu's have the issue.

All really depends on ambient temps/work load and case airflow.

I mean, if the heatsink and PCB is the same yeah. I can see heatsoak after peak usage over a good amount of time
