I want to spend around 3000-3500 not counting monitor, mouse and keyboard

I’ll like to wait for new Gtx 1100 series to get a 1180ti

Budget 3000-3500
I can buy in Newegg or amazon
Want to play games in 4K, doom, Witcher, tomb raider, over watch, battlefield

Time for purchase when Gtx launch’s the new 1100

I want a nice design I don’t have preferred colors so it can be any combination black and red or blue and back or yellow and black or RGB anything works

Depends on how hard you're trying to go really. You can watercool just the CPU, or you can Go for CPU/VRM/GFX card(s) all together.

Rads are 100-200 ea depending on quality/size (I'm not even going to consider 120/140 rads in this cause i mean come on)
Pump/reservoir 50-100 ea
cpu/gpu/northbridge blocks 100-150 ea
Fittings - 5-20 ea
Tubing can range greatly on material and tools, 30$ for some tygon and much more for like copper.
Additionally you'll want a kill coil or chemicals for loop to prevent growth and flow meter and drain line.
You'll need doubles of somethings if you go dual loop.

These are rough averages, things can vary so keep it in mind.

Then you could do a simple loop like this (rads/block setup).

But just w/e colour you want, would have to add up parts but should run you aprox 500 extra before tubing/fittings.
Soft tubing would make things cheap as you can just use barb fittings but it won't be nearly as clean/nice. (100 vs 300 kinda difference)
Hard tubing will take a lot of work and time on your end.

Didn't even see the till summer part, but I guess it gives him time to work on tubing if he goes hard tubing.
can substitute the 1080ti for the new card.

First decide what you want to cool. Just CPU/GPU, VRM's, NB/SB, RAM, ect...

Next find your case. With those two in mind, lay out how you will run the loop. I can't stress enough how important it is to research. Look up loops built in your case and get an idea of what you wanna do.

Going custom over an AIO or "custom kit" is purely enthusiast. If you just slap something together you aren't going to be happy with it.
