buy a 960/970/1050/1050 ti used for $100ish
would get mobo from somewhere that goes thru them quickly so you won't need a different CPU to upgrade BIOS (like amazon or newegg)

I know its rough. I can eventually upgrade over time tho

youre not going to get anything upgradable with that budget when you include monitor

Ryzen 1400 is gross and also got slower ram.

I went with something where he'll have to do fewer upgrades in the future if he wants more bang.
