inherent problem with their renderer. even 1080ti with m2 ssds aint good enough for that shitty game engine

But it does help, sure if you're low/min settings the pop is unbearable but maxing them out makes it tolerable imo. You could even keep textures low and view distance high to sort of artificially hide it by having the textures look bad anyway so that it's less noticeable when they suddenly look slightly less bad as you approach from a further distance, basically you'd cause the maximum fidelity i.e for close textures to not be radically better than the furthest object you can see.

Clever folks learn to balance their settings to minimize the impact of annoying engine related fuckery, and most mmo players aren't eye candy whores so they prefer to trade fidelity for a less obnoxious experience, hence why, nowadays, most of them give you a key to just straight up hide all other player models. Rather have that extra 5-10 fps during a laggy raid than see everyone scurrying around the boss.

And btw, they have designed the game world to be drawn this way because the dx9 engine uses only 2 cores at best. Fact is there's little difference between the total resources the game has to work with between a 750 ti and ivy bridge i5 and a monstercock modern pc with a coffee lake i7 and a 1080 ti. They knew this when they designed it, little thought was given to what ssd's or gpu's people might be using because it doesn't really matter, so pointing out that "even x with y isn't good enough" is pure ignorance, as it implies there is some level of performance beyond that might make a difference when in fact it will not so long as we're bound by the cpu.
