I currently own a gtx 1070 ftw which is running well for the most part. My only delima now is I bought a 4k hdr tv, pretty nice tv. I want to run more games in 4k with better frame stability, right now averaging about 30-40fps in 4k with settings down. I am playing games like Nioh, Witcher 3, other well known AAA titles. Would the frame diference between the 1070 and a 1080ti persay be worth the preformance per dollar?

no. it might be worth it to you personally though depending on how much you care about your frames now. you can also resell that 1070 to eat back into the cost of the new card.
