Note that buying the parts yourself and making it would give you better warranties and parts on average.

Well what you listed added up to over 500. So I would say as long as you aren't doing anything intensive on your pc, it will be fine, but if you plan to do a lot of gaming or use it as a true workstation, not worthwhile.

Don't get a 3gb 1060.

If he's looking at a $500 pre-built it's fine...
That PC is a good deal on a budget, but if you want better performance down the road you are defs going to want to upgrade the gfx card and the psu, probably the case as well as pre-built cases generally tend to have shit thermals.
