definitely build one or else you'll end up with a low end gfx card.

or be paying $1200 for something like this, https://www.bestbuy.ca/en-ca/product/cyberpowerpc-gamer-xtreme-pc-intel-core-i5-2tb-hdd-16gb-ssd-8gb-ram-nvidia-geforce-gtx-1050-ti-eng/10737479.aspx? which is descent but you could definitely get more out of it.

but to upgrade to 1060 without getting a fx 6300 cpu or something it'd be expensive as fk such as, https://www.bestbuy.ca/en-ca/product/acer-acer-aspire-gx-gaming-pc-intel-core-i7-7700-3tb-hdd-128gb-ssd-16gb-ram-nvidia-gtx-1060-win-10-eng-gx-785-eb11/10587597.aspx? (even though if you are a total noob this might be the best choice)

told you so many of those have low gpu's.

this one looks ok imo for the cheapest one possible https://www.newegg.ca/Product/Product.aspx?Item=N82E16883102327 (with good cpu/gpu combo)

I don't think 120gb is enough storage for all he'll be doing, after factoring in pokerstars tendencies to eat away at space sometimes and over provisioning ... Even assuming everything goes perfect and there is no bloat or over provisioning (he got exactly 120gb of usable storage) that leaves him with less than 20gb free...hardly tenable.... and that's not how it works anyway

should make some cuts to maybe the cpu choice to fit an hdd in there. I mean let's face it, there's no disadvantage to choosing 4 cores/4 threads with a ryzen 1200 instead of springing for the 6c/12t 1600 for the things he'll be using it for.. If the build being any degree of 'future proof' was a concern, so little storage wouldnt have been picked.

He has a computer. If he needs the space, harvest a hard drive.
Or buy a used one on the cheap

Alternatively, https://ca.pcpartpicker.com/list/g69FQV

I'd rather have 3000 mhz ram personally.
