I did some research and tried to put together a build for what I want to use my new desktop for.

Here is what I put together so far: http://i.imgur.com/0nci4rq.png

Total cost for now is around 2.5k (I can go under or over, but don't want to overspend too much for things I don't need).
That is not including monitor.
I also checked the parts for compatability on pcpartpicker, and it all checked out.

What I will use desktop for:
Gaming (LoL, older games and newer games. Mostly RPG stuff and not so much shooters).
Downloading/uploading and storing media
Streaming media
Browsing and playing idle games
High resolution stuff, since I've so far only experienced 1080p

How I will use it:
Pretty much turned on always
Tabs and programs opened without needing to close tabs/programs to save RAM because of pc slowing down

Concerns I have, ordered by priority:

-resolution on screen, and what screen to get.
I want a good 4k screen, and have otped for IPS. But ones with good framerates are very expensive, and I am worried that I won't have the GPU to play games effectively in 4k anyways.
So the 4k screen I've picked out was the best I could find considering quality and price, and that they have in stock. Framerate of 60hz. Good for movies/series/browsing etc, and good enough for games? I'm not used to high framerates anyways, definitely not above 60hz.
I'm also thinking that a screen bigger than 27 inches would start to get too big.
Alternatively I could go for a 2.5k IPS screen for gaming with 140+ framerate, which my RIG should be able to do on high settings, but then I will pay more money and might end up regretting not getting a 4k.

This is a screen at twice the price than the one in my picture that I considered: https://www.komplett.no/product/864480/gaming/skjerm-tilbehoer/skjermer/acer-32-predator-led-g-sync-xb321hk
But I believe it needs an Nvidia GPU to use G-sync, and it's a lot of money to pay for a screen (also they don't have it in stock as of now).

-Storage (SSD M.2) and also motherboard
I just read about M.2 and thought getting one was a good idea.
I then envisioned having a 120GB M.2 drive for OS, and a 500GB M.2 drive for games, but that might be unnescessary?
To do that I'd need to upgrade my motherboard to one with two M.2 slots (I think), and that would increase the price noticably.
So I went with one of the fastest/best priced M.2 for my OS, programs and games (Samsung 960 EVO 500GB).
I'm wondering if that sounds good, and/or if maybe I should increase the storage to 1GB (twice the price)
No need for regular SSD drives then; they are just a little bit cheaper anyways (right?)
Storage drive for media is regular 3.5 inch SATA 4TB

-GPU
I've got a Geforce GTX 980-M on my laptop, so I want a rig that is at least noticably more powerful than my laptop.
I went with the 1070, since 1080 costs over 1000$ in my country, and GPU advancement is always moving ahead.
I don't believe I can fully utilize new games in ultra and 4k at stable 60hz with a 1080 anyways, so my thoughts were to get the 1070, and if I want to in some years, then swap for a new GPU that can run games in UHD, at a managable price
Also, if games struggly to run at smooth 60fps in 4k, I can always turn down the resolution even on a 4k monitor (right?)

-RAM
I think 16GB should be enough for my needs? And if I need more I can easilly upgrade later (right?)
I considered getting 32GB (2x 16GB, instead of 2x 8GB), but twice the price.
Getting 16GB, if I upgrade later I can fit another 2x 8GB sticks.

-Case
I honestly don't know which one to get, but a friend recommended that one, and I see it's popular and fits my build.
I do want that it's quiet though (and of course good enough cooling)

-PSU
upgrading seems to give little benefit for the cost

EDIT: if you also got a recommendation for a good headset, please do let me know. I've got a good mouse and keyboard, just a crappy headset.

There might also be some complete rigs for sale at that site where I can save some few bucks.

For example this build (before 25.000 NOK, now 20.000 NOK about the same as my rig above):
Corsair Carbide Clear 400C Midi Tower
Corsair TX750M, 750W PSU
Intel Core i7-7700K Kaby Lake Prosessor
Corsair Hydro H100 with green LED fans
Crucial Ballistix Sport LT DDR4 16GB
ASUS ROG Strix Z270F Gaming, Socket-1151
ASUS GeForce GTX 1080Ti ROG Strix Gaming
Samsung PM961 SSD 512GB M.2 NVMe
Seagate Barracuda 1TB 3.5'' HDD
Microsoft Windows 10 Home 64-bit

This one has overall slightly worse components across the board I believe, except for the GPU which is actually a 1080ti. I also rather had the octacore AMD psu than an intel quad.
Not sure if it's worth it to go for such a deal

edit: about GPU, I can upgrade from 1070 to MSI GeForce GTX 1080 Armor OC, costing 1400 NOK (almost 200 usd more); wonder if it's worth it and if that will be enough to run games in 4k 60fps

You can expect not to max any games with a 4k and 1070

Thanks for feedback. I've done some more research and this is what I will end up with I believe:

I called them and they could knock off almost 1k nok so a total of 19,980 NOK (2,600 usd) - that is for the rig including windows.

for the screen I've done more research and I think I will go with this one (expensive):
https://www.lefdal.com/product/data/pc-skjerm/AC32XB321HKBM/acer-predator-xb321hk-32-gamingskjerm

I got a buddy working there, so he's gonna make the monitor as cheap as possible, but it allready seemed cheaply priced compared to other websites/stores.

Thoughts on my final build for 4k (gaming and media pc), before I go ahead and place the order?

Change processor to 1700, Ur gonna OC it to 3.9-4+ anyways so paying 1700x is redundant
Change aio cooler to a better one
PSu is good, but they got any evga 2/3/gs models for cheaper?
Can Change mobo to cheaper, without extra perks Ur not gonna use.
Check if they got 270r windowed case or p400s case for cheaper than the s340. They're very similar cases and change accordingly based on price. Unless ofc u love the s340 to death
See if you can fit 1080ti in Ur budget after all those price cuts without sacrificing perf/quality

All this stuff is overkill for league and older games compared to Ur old 980m but if Ur spending that much, you shd maximize it imo.

-G2/G3 PSU was slightly more expensive. I see "B2" being 200 NOK cheaper but I guess you didn't mean this one. (I compared prices with same 850W)
-Can save 300 NOK on ryzen 1700. by changing aio cooler, is that the one included in ryzen 7 1700? And the cooler I've picked out above is fine? Got good reviews from what I can see.
-The seller knocked off 300 NOK on the above MOBO. I've been searching, and see I can save around 300-400 NOK more, but didn't know which ones to pick as they didn't have WHQL-certified for windows, Steel Armor (not sure if has to do with my GPU being armor) and more perks. As you said I'm not gonna use most of them probably, but I'm too big of a noob to know :S I do like that I can scale the resolution of BIOS though haha. Also I had a feeling that the integrated sound cards on the cheaper mobos (without easilly findable reviews etc) might be worse.
-the 270r case about the same price, but they don't have it in stock. The p400s case looked clean as fuck! but 400 NOK more, after the seller knocked off almost 200 NOK on the S340.
-Comparing GPU same as above (MSI armor OC), the 1080ti costs 1600 NOK more than the 1080 (about 200 usd).

So I can save 300 NOK from CPU + potential 3-400 NOK on MOBO.
It doesn't seem like that much to save on CPU, is it really worth it (when I'm allready spending 30k NOK for everything)? I found that you could clock the 1700 to 4+ as you said, but wondering if the 1700x would run cooler etc with less need for clocking. If it's unnescessary I'd rather save the 300 NOK of course.
I kind of got room in my budget for a 1080ti. I see the price difference isn't that big when I allready spent so much (and I'm spending 10k NOK on a monitor so..). Can get that one instead, it seems the difference is 11gb ram->8gb ram and slightly lower hz (dunno what that means).
->I don't know what 1080ti is better. is the MSI 1080ti armor OC ok or good enough? Do I need to worry about which one to get? I read on the 1080ti that temperatures might get high, but a GPU cooler would cost me a fair bit more.

About older games yeah I agree. But getting a 4k setup, I'd like to be able to run it. Will play skyrim and other games I'd like to try in 4k (looking forward to the experience). At least with a g-sync monitor I don't HAVE to run at 60fps for all games, and I'm not used to it either. I guess it would be an advantage in league, but I've made do with 5-20 fps drops etc before so there's that (on my old desktop).

It's the weekend now, so I won't get it any quicker by ordering now. Gonna order on Sunday.
Thank you very much for your help

edit:stupid question probably. But I might just as well get the english version of windows right? They don't have Norwegian windows USB in stock. I don't care, but english might be better if I need to google how to do anything for instructions (and it's the one they have in stock)?
edit2: a watercooled 1080ti seems like it would give better performances under strain (cause much lower temps) than an air cooled one, like this one: https://www.komplett.no/product/922177/datautstyr/pc-komponenter/skjermkort/pci-express/msi-geforce-gtx-1080-ti-sea-hawk-ek-x
Fricking expensive though
edit3: maybe getting one card now. And in a couple of years to run a second card in SLI (don't know if it has to be the same, or if SLI is really worth it anymore) if I need the extra power. or if I get the 1080 (or 1080ti) now, upgrade to 1180 or 1180ti etc down the line.

Also done some more reading about airflow in the case.
The S340 have one exhaust fan on the top and one in the back included, two optional fanslots in the front (120/140mm)
Should I buy two 140mm fans and add in the front as intake, to create "positive" airflow (pressure)?
And if I should, would two of these be a good choice: Corsair ML140 PRO (And I can regulate through settings if they are intake/exhaust I presume)

The MSI 1080ti Armor OC seems to have heating problems (the cheapest option from MSI), and it uses 1070 stock air cooler.
From MSI the better options look to be Lightning X or Z (TRI-FROZR air cooling). X beeing cheaper but slightly worse performance I believe. Looks like Z not worth the price jump.
All of the customer reviews indicate that they are happy with the air cooling and report low temperatures with the TRI-FROZR air cooling system.
And lastly water cooled 1080ti like Sea Hawk EK X. A bit more expensive again, but doesn't seem like it's nescessary with a good air cooling system on the GPU like above.

Reading about overheating the 1080ti is what got me researching airflow in the case, and if the S340 case had adequate cooling with just 2 exhaust fans included.
