your peripherals.
that pc is fine, any additional $$ I would see as a waste personally.

what monitor/mouse/keyboard/headset/mic do you have?
upgrading desk might be a good move to.

won't know til we know what you have and how much you want to spend on everything.

i use a 24" AOC monitor 60HZ, Razer blackwidow Stealth keyboard, Logitech G502 Mouse, Logitech G430 Headset

Ive been thinking about getting a 144HZ monitor but dont you need over 144 FPS in games for it to be useful?
ive just started to notice that some games are starting to drop below that even with lower settings and idk why

This: https://pcpartpicker.com/list/CDKkNN

Or this: https://pcpartpicker.com/list/Wt443F

if you're only getting one part, get the gpu.
if you're thinking of staying AMD - you need to do some research and get yourself a FreeSync 2.0 monitor. I haven't kept up on this information but FreeSync 2.0 is much much better than their first iteration.
