I'm going to game and stream on the same machine, gaming on 1080p60, downscaling stream to 720p. Would be great if it could handle streaming 46 or even 60fps there without dropping game frames below 50 in "cities".

I'm using GTX970 4GB and 16GB DDR3 ram, fx6300 @4,5ghz with fortis3 and i cant handle without using NVENC having to push bitrate to 5000 and still lose a lot of FPS atm.

Total cost around of 350-400$ - for used parts.

Games as in title PUBG and H1Z1 KotK.

Available options i found in the price range:

i7-3770k
i7-3930k
i7-4770k
i7-2600k
i7-4820k

Any of those would work and there's not a huge difference.

The only thing that stands ahead out compared to the other options here is the 4820k because with quad channel ddr3 you can enjoy more bandwidth than people on mainstream ddr4 chips. I've seen fallout 4 specifically bottleneck on dc ddr3 on a haswell platform so it could be a worthwhile investment..
