My goal is to make the most energy efficient computer with the least budget. I don't plan on playing video games or storing big quantity of files in that computer, it will be just for working. I will leave that computer running 24/7.
Would you give me some tips on which parts to acquire?

If you wanna do your own build. Won't be as power efficient.
Mini ITX size. would have recommended an Ryzen 5 1400 but they currently have no good ITX size motherboards.

Thank you. I might go with the cheaper Intel Nuc since i am not looking for so much power.
