Budget: 1500 - 2000 $
More specific use (what games, what programs): Eclipse, Visual Studio, Vmware, Photoshop, Some gaming (would like to be able to run all game with decent setting).
Planned time until purchase: this week or 1 week max.
Do you need an Operating System?: Yes windows 10.
Do you have any specific preferred components?: Would prefer Intel CPU but I heard good thing about AMD ryzen CPU.
Do you need a sound or wireless card?: Wireless card.
Do you want stock cooling or do you plan on overclocking?: Overclocking could be an option if it's better for my budget/performance. Otherwise stock would be fine.
Do you need a monitor? mouse? keyboard?: I need a monitor, two if my budget can do it but i would prefer a better CPU rather then sacrificing money for another monitor.
Zip code/location? (Shipping costs): Canada
What are your preferences in case style? (lights, flashy, dull, etc): Would like a case with a window to see through. White/blue, white/black, red/black.
Are you planning to use multiple monitors?: yes if i can with my budget, but i can buy another one later when I'll have more money.

I will mostly use the computer to do programing/run program in some virtual machines and with alot of tab open. I will do some gaming also ( PoE, GTA V, Darks Souls).

Thanks for your help!

@OP I'd bump it up to 32gb of ram for your purposes, you can make up the difference in price by getting free windows 10 with 'assistive technologies' like everyone who isnt a Best Buy prebuilt tier consumer does lul.
Or by downgrading to a 1070

Ryzen 7 is a far better workhorse chip than anything intel has to offer on their mainstream lga 1151 platform, and still has enough single core perf. to perform admirably in gaemz.
And you won't get a decent lga2011-v3 build with that budget unless you decide to drop having a discrete gpu entirely

Added a monitor and a wireless card to your build and also took DCSS's advices.

Let me know what could be improved or changed to lower a bit the price or to improve performance with that price.

Thanks again guys!
