A intel nuc.
You could setup your own plex media server on it as well.

Nuc celeron - 125$
1x8gb sodimm ddr4 ram - 50$
120gb m.2 ssd - 55$
230$ total
https://www.amazon.com/gp/aw/d/B00XPVRR5M/ref=psdcmw_3015426011_t1_B018NSAPIM

But if you want a plex media server you need the i3 nuc 235$. The cpu is like 4 times more powerful.

It's basically a laptop without a monitor. So yeah you would need to install an OS.

I got one for my mom hooked it up to her TV and installed plex on it because see had a 2tb hdd with movies she wanted to be able to steam to all devices on the network. Was the i3 version

It will be able to hold an m.2 ssd + 2.5" hdd/ssd. And you can ofc use external harddisks.

I highly recommend something like logitech k400 because it's wireless and has a touchpad.
