This guy wants to play Blizzard games at low/medium settings without frame stutters. He could run high/ultra settings on a g3258/rx 460 combo right now if he wanted. My vote goes to a g4560/rx 460/470 combo once the kaby lake dual cores are available . Anything else would really be a waste for OP. He wants the most bang for his buck.
g4560/460 = $180
g4560/470 = $240
i5 6500/1070 = $585
I don't like sticking people in upgrade loops, it's a waste of money
Quad cores allow for him to multitask without severely effecting the cores that wow is running on (over 4 cores instead of 2 for os + whatever else he runs at the same time). Cache is also larger on a quad vs a dual so it would process faster albeit not much - like at all but still lol
True he doesn't need anything more powerful than a 470 tho. Especially if AA is off, might be able to turn on tho, not sure, don't even play wow
