How many bips? We might be able to locate the problem that way.

While I can't read that language, I can figure out what it says enough to tell you that you currently should see your kingston drive booting up first thing when you turn your PC on.

if it's not booting, do you have a 2nd computer somewhere?
I would try plugging it into a 2nd computer and arranging it to also boot first in their bios. (don't worry once you remove the USB key from their PC, it will go back to normal)
if it works, then your USB is fine and we can explore other options. (you don't have to install windows, just ensure windows starts loading. you can cancel/exit/restart without affecting the computer)

If it doesn't work, then you did not configure your USB correctly and it's not working as a boot drive, and we can fix that :)
