but I figured it's better investment for my money rather to start upgrading my old PC.
I have never built a pc before or removed/added components, I don't think that adding or removing would be any way difficult though.
gonna start with graphic card, current: ATI Radeon HD 5450
What would you suggest me to get for new graphic card, not going to spend a fortune here.
Also, any tips / things I should consider when buying new graphic card or other parts ?

We do in fact need the things that Penguins noted.

However I will also state that no, there is no way to shop for a card by specs alone. Each card must be evaluated based on how it performs on games, so you must look at actual game benchmarks/synthetics to understand how powerful a card is.
Although you do want to look at the VRAM of a card, as it can be important. if you are gaming at 1080p, you'll want a minimum of 2. but depending on budget you will likely end up with 3-4-6 which are also all fine, but extra.

I'm not looking for anything too fancy though, I don't play with my PC that much so the card dont need to be able to run the most newest games

That's fair. have a look at the Gtx 1050 or the rx 460 then. you can pick them up between 90-120 bucks and theyre the best, cheap solution.
Anything lower and you are wasting your money, simply due to gpu pricing (almost anything below the 460/1050 margin is often 1/5 or 1/4 the power of the next card above it, which may only cost a little more)

as you can see the 460 is on sale right now for 90 after a rebate on newegg.

What would you suggest for me to upgrade next?
also, that pcpartpicker site seems useful, would you recommend checking other parts aswell there

Well quite a few things this system is on the old side!

You'll want to get an SSD for your OS and games.
You'll also want a new cpu and mobo. Do you have a budget for all of these upgrades? we can pick some parts to show you if you do :)

Also PCPP is the gold standard around here, we use it frequently :)

I'm so clueless here. Gonna check some prices to terminate my budget.
Howcome SSD for OS and games ?
btw, I'm hoping to keep this win 7 OS

Budget: hoping to get decent pc with 400-500€ ( at the moment I'm unsure of what parts I need to update if not all of them, so making a budget ;,,; )
More specific use (what games, what programs): some video gaming randomly, mainly just trolling the internet & watching videos/streams
Planned time until purchase: part at a time, maybe first one around xmas, maybe the sales after christmas would be good.
Do you need an Operating System?: no
Do you have any specific preferred components?: no
Do you need a sound or wireless card?: no
Do you want stock cooling or do you plan on overclocking?: no
Do you need a monitor? mouse? keyboard?: no
Zip code/location? (Shipping costs): finland.
