I haven't done my research in a while.
For PC 1 I will probably just buy a new graphic card. For some reason my pc freezes while playing some video games with the 6950 but when I tried it with the GTX 650 from PC 2 it was running smoothly.

PC 2 I'm guessing will need new everything. Suggestions welcome. Trying to stay within $1k. Will need OS and probably new HDD too.

I'm planning to do my shopping around black friday/cyber monday unless there are some nice deals available. I also have a Micro Center near me.

Whats your end goal with these 2?
You haven't really given us too many details about these pcs.

PC1 has a pretty decent cpu in it, so you could probably just upgrade the graphics.
for Pc2 you definitely need to replace the cpu/mobo/ram to game higher.
Although if you just wanna keep it around for some low end gaming, I've actually used e8500's and they're actually quite decent if your expectations are low.

you may be able to re-use power supplies and hard drives.
Add ssd's to any systems that dont have one and you'll be good. ^_^

On PC 1 I'd like to run everything new smoothly, which it does until it freezes and crashes on some games. But again it worked fine with the GTX650. What would you recommend?

PC 2 is for my wife. She mainly plays LoL and it worked fine until recently. Only the harddrives started failing. If her system is fine for that I'll just put an SSD in it.
Also which OS would be better for her? On PC 1 I still use Windows 7.

Well for PC 1, I'd grab something like this:

Rx 470
Rx 480
Gtx 1060 3gb
Gtx 1060 6gb
gtx 1070
In order from least powerful to most powerful. All of these will be good for 1080p gaming, but the 1060 6gb will give you the most power for it. 1070 is quite overkill, but its an option ^_^

Any OS is fine. 7 or 10. whichever you can get for cheapest. if all things are equal, get windows 10 because it is obviously the best supported and where the future is going. :)

This 1060 is on sale on newegg right now and I'm okay with the price too.
Should I grab it or wait until black friday/cyber monday?

I would not wait if your ok with price and need it.
black friday/cyber monday is a shadow of its former self and most things are upped then slashed so sales are not as big as they seem.
