Reconsider windows 10, seems like he like aaa titles. Most will have dx12 upcoming will use that api. Which w7 doesn't support.
And does he really need an sound card? What headset/speakers will he be using?

you dont need a soundcard, if you care about sound get a pair of good headphones + amp
all new motherboards come with decent soundcards, the one i selected comes with one of the best motherboard soundcards
