Do you have any specific preferred components?: SSD just for operating system, HDD for storage (at least 1TB)

16GB RAM is probably not needed for you right now. But the budget allows it, then we are sure the amount of RAM is not holding you back years to come.

oh yeah OS. You can downgrade the CPU to i5 6400 or from 16 to 8GB RAM to get back under budget again.

Please do consider windows 10.
A lot of great features. Like DX12 for gaming.

And you easily not share anything windows microsoft, just do custom install and check off everything with share.
Or just do it after the installation.
