I live in Canada and my budget for this CPU is ~260CAD.

Kinda depends on what you're going to do with the comp. And even more, on the entire budget.

Yes, we assumed that. The problem is that NEW is always better.

So it would help us to know, what you will be using the computer for. And, even better, just fill this out...and add w/e components you already have that we can reuse.
