Almost
1. the budget is really low, so you're basically just scraping the bottom of the barrel
2. it's cumbersome to search for a laptop. It's no where near as easy as picking out parts and building a quality machine. Even if i recommend you one from newegg, there could be a deal elsewhere that is significantly superior, in one or 20 other places. there is no place to check everywhere at once.

In any case, here is what i found on newegg:
1080P laptop: (the only 1080 i could find)
http://www.newegg.com/Product/Product.aspx?Item=9SIA9SK4RZ4580

720P laptop, the only one i could find with a skylake chip/graphics.
http://www.newegg.com/Product/Product.aspx?Item=N82E16834315421

Pros and cons vs eachother:
Top one has older gen intel chip so its battery life will be worse and the graphics performance is worse.
It also has a slightly faster hard drive (7200 rpm)
No disk drive.

The bottom one obviously is better in that regard but will have less resolution and is bigger/heavier.
It's hard drive is slower (5400 rpm).
It also has a disk drive.

The processors, while one is an i3 and one an i5, are actually very similar in terms of raw power largely because the i3 is one generation newer. So do not factor "i3 vs i5" in your choice.

I'd get either one of them that fits your needs more. keep in mind higher resolution means you'll fit more stuf on the screen, so i'd get that if you'll be working with any programs where more real estate is ideal, such as excel or stats programs/imaging programs.

I appreciate your input but I had already purchased one a little earlier this week, like you said the budget is just so low to find something suitable

https://www.amazon.com/gp/product/B011KFQASE/ref=od_aui_detailpages01?ie=UTF8&psc=1

This is what I purchased, threw in another 4gb of ram, tested it today, held up well but less than I thought

If its within your skill range, replace the HDD with an SSD and you'll be golden. 5400 RPM laptop drives are pretty horrible.
