Budget: $800 before tax - $900 Including tax and shipping.
More specific use (what games, what programs): New games.
Planned time until purchase: 2 weeks
Do you need an Operating System?: No
Do you have any specific preferred components?: No
Do you need a sound or wireless card?: Onboard sound is fine, don't need wireless.
Do you want stock cooling or do you plan on overclocking?: Stock
Do you need a monitor? mouse? keyboard?: No
Zip code/location? (Shipping costs): 10509

My first shot, I haven't looked at components in a while:
http://pcpartpicker.com/list/Gbvtpb

He doesn't need a HD either, just a 256GB SSD

Unfortunately, I'm about 100$ over because taxes aren't added yet.

CPU cooler isn't needed. The stock cooler is just fine on a non-K model.

You don't need a Z series motherboard if the CPU isn't going to be overclocked.

No need for after market cooler since you can't overclock.
Samsung charges a massive premium. I shaved like $35 off the ssd for 10gb less, I've been running adata as my main ssd for over a year now with no issues.
Found a better branded and cheaper PSU for like 15 less
Don't get a CD drive, just use a USB to install windows and install drivers online.

767 together.
add $20 for windows key from kinguin and you have an extra $10 to spend on a case fan to feed the graphics card directly.
Gpu boost 3.0 will use the cooler temps and boost higher more often.

Thanks guys after reviewing each of your links I'd like to bring something up:

For around $25-$30 less I can switch out:
http://pcpartpicker.com/product/s9Gj4D/msi-motherboard-b150gamingm3

for:
http://pcpartpicker.com/product/NdmxFT/msi-motherboard-b150pcmate

Then lower RAM to 2133.

Does the performance gain justify the $30?

Current: http://pcpartpicker.com/list/HHLmgL

___

Currently came to $925 on newegg (including shipping and tax) so I'll see what he says but to meet guidelines will have to cut back $30ish.

stick with the m3 gaming board, there's a combo for $15 off on newegg. So CPU + Mobo is 301ish, while other is 288. For 13 bucks more, he's getting a better mobo, better looks, better merchant to purchase from. You're overpaying for a case that should be great at 40-50, doesn't even have a nice window to show off the msi red dragons. i suggest you get nzxt s340 for a buck cheaper, plus it hides all psu cables neatly with a cover so modular or not it doesnt matter.

if you wanna shave off $$$ without sacrificing noticeable performance, change the ssd to another reputable brand like crucial.
Otherwise, the only other option is to cheap out on the case. Which is what i would personally do, since nzxt source cases arent bad.

The case you recommended had 2 different compatibility issues (according to pcpartpicker), the hd bays would become obstructed and graphics card would become an issue.

_________

Let's say from my $900 build here:
http://pcpartpicker.com/user/joekellycsc/saved/bYpxFT

If you were given another $150 how would you spend it?

My guess is a Overclock setup /w 16GB:

I feel the same way though not much else I can do.

His father is purchasing this for him and I may have even more wiggle room, right now it's at 900 after tax+shipping, I'll see how much more I can get.

If it's like 50-100 probably see how much the k cpu is/fan/mobo for OC.

Else probably get some case fans/cpu fan if it's like 50 more.

Both s340 and source 210 cases will have no problems fitting a 1060 lol, they can fit larger cards np. Also where does it say compatible issues on pcpartpicker? It's not on mine, and it shouldn't as ive also had personal experience with them.

Also the s340 has better looks, cable management, airflow with proper fan set up, buck cheaper atm etc. It just doesn't have an optical drive Bay, cuz no one uses it these days, as all updated drivers are online. 200r is a good case, but not for 65.

Another way to fit his budget is, he can overpay for 200r, and get a non matching mobo, rams, etc. Strictly for performance and cheaper costs, ignoring the looks as it's covered by the case.

I can look into the tower more and swap out, I agree with your points.

Review my edit, look's like we can go a bit higher.

I assume OC+RAM > 1070.

Question is, which MSI z170 mobo?
212 EVO good enough for like a 4.4?
He won't RAID and he won't SLI.

I should probably throw in some case fans for the OC.
