Nuc gen 6 i5 or i7 with 16gb ddr4 ram and m.2 ssd. There is room for another 2.5 hdd

https://www.amazon.com/gp/aw/d/B018Q0GN60/ref=pd_aw_fbt_147_img_3?ie=UTF8&psc=1&refRID=NV3H7JAC929WGHNFHMF2

Tho max 4tb hdd + 1tb ssd. You can easily add another 8tb external hdd.

Small, fairly cheap and easy. I made two of them to family members.

Room for upto 6 hdd.
You may ask why I went for a h170 chipset. Because of the raid features. Lacking in the lowered chipsets

A nas would also be sufficient. Like
https://www.amazon.com/gp/aw/d/B01GB9ZJ3Q/ref=mp_s_a_1_14?ie=UTF8&qid=1467905491&sr=1-14&refinements=p_36:1253507011&pi=SL140_CR0,0,140,140_QL70&keywords=nas

You will need a smart TV, chromecast or apple tv.
Not as powerful processing wise.

All 3 options are about 500$ where harddrive storage is not included.
I can recommend WD red disks for these systems.

This looks like what I'm looking for

I want to be able to torrent on this platform as opposed to using my more expensive desktop

Yeah depends on what platform you will be using.
I myself just prefer using windows 10 with utorrent and plex media server.
The Nuc is 100% like a regular PC, just smaller. So you install OS and software like you do on your desktop.

You can use it two ways.
Either you can have it hooked directly to your pc, lay down in your sofa and use it a regular PC. Playing movies etc directly from the NUC to the TV screen. Can recommend one of these for that
https://www.amazon.com/Microsoft-Wireless-Media-Keyboard-N9Z-00001/dp/B00IICMUWS/ref=sr_1_6?ie=UTF8&qid=1467925882&sr=8-6&keywords=keyboard+with+pad

Or install some kind of NAS software on it like FreeNas or Nas4Free. Put it away somewhere and control it through a browser in on your desktop PC. It will transcode movies etc to your TV over network.
You will need a smart TV, Google chrome or appletv to receive the data to play it.

First you will have to decide which CPU is sufficient for you. The GPU scale as well from a HD Graphics 520 in i3 to a Iris Graphics 6100 in the i7
i3: https://www.amazon.com/Intel-NUC-NUC6i3SYH-BOXNUC6I3SYH%C2%A0Silver-Black/dp/B018NSAPIM/ref=sr_1_1?ie=UTF8&qid=1467926228&sr=8-1&keywords=nuc6
i5: https://www.amazon.com/Intel-NUC6i5SYH-BOXNUC6I5SYH-Silver-Black/dp/B018Q0GN60/ref=sr_1_2?ie=UTF8&qid=1467926228&sr=8-2&keywords=nuc6
i7: https://www.amazon.com/Intel-NUC5i7RYH-Barebone-System-BOXNUC5I7RYH/dp/B00WAS1FX6/ref=sr_1_7?ie=UTF8&qid=1467926228&sr=8-7&keywords=nuc6

Then we will need to order some memory (RAM) it needs to be SODIMM thats laptop size RAM.
I would personally recommend 16GB, so you won't need to think about upgrading it again. And if you choose to use something like Plex Media Server it scales great with having more RAM.
https://www.amazon.com/Kingston-Technology-2400MHz-HX424S14IBK2-16/dp/B014R8JWEA/ref=sr_1_1?ie=UTF8&qid=1467926495&sr=8-1&keywords=sodimm+ddr4&refinements=p_n_feature_five_browse-bin%3A677429011

We will then need an M.2 SSD, because we are quite limited to with space (1x M.2 and 1x 2.5 SATA drive)
120-250GB is more than enough for software, programs and what else you could think of.
https://www.amazon.com/Samsung-850-EVO-Internal-MZ-N5E250BW/dp/B00TGIVZTW/ref=sr_1_10?s=pc&ie=UTF8&qid=1467926726&sr=1-10&keywords=m.2+ssd&refinements=p_n_feature_keywords_four_browse-bin%3A6158693011%2Cp_36%3A6000-12500
You can choose a 120 or 250GB there. 850evo is the best performer and solid in the storage area.

Now you just gotta choose what 2.5 HDD you wan't. Normal MKV. DVD, 720p and 1080p rips are 4GB each. thats about 250 movies per terabyte. So how much you need its up to you. (you will be able to use external drives as well if you need more space in the future)
Just make sure its 2.5inch, maximum 9.5mm height and SATA 3 (6Gbit/s)
example
