Hi,
I planned to either buy a laptop or build a desktop with 400 euro budget if possible (doesn't include screen obviously).
It would possibly have to run games like d2 and league of legends decently and do basic tasks such as browsing anf photoshop.

If it is possible, could some of you let me know best parts to custom build it since I'm clueless af about these stuff.

It will do everything you dreamed of and more :P
It will run modern games also as well, without troubles. at 1080p.
over 100 fps in league at 1080p, max settings.

looks real good except the dual core i3 processor.
are you sure that's the proper way to go ?

do you think i5 quad core might do the thing better? even 2nd hand one ?

Buying used is a whole different ball game. There are a host of interesting options to choose from, but you would need to invest personal time in finding appropriate deals. (such as old xeons!)
But in general, for your needs i don't think it's worth it.
The i3 has 2 cores, 4 threads. Yes, the i5 is obviously a better choice, but considering your budget and your needs, I do not think the money would be appropriately spent. It's going to max out your games and give you a solid editing experience.
