More specific use (what games, what programs): Diablo 3, Wow, League, Overwatch, CSGO; (Would love to stream these games as well, plan on getting a 2nd monitor later on)
Planned time until purchase: Can purchase at any time, but i am currently on deployment so my plan is to buy it piece by piece (1-2) pieces a month until i come home in 4-5 months.

Do you have any specific preferred components?: Would prefer to have a case with led lights, see-through etc.

With all the new gear coming out in the next 4-5 months...it would probably be better to save up and wait till you return.

My thoughts just questions for you to clarify;

Why not an i7 processor? Is it not needed for gaming

MY brother said for me to not get windows 10 and he prefers and ssd but my knowledge with computer parts is 0 so could you clarify on this?

Get windows 10 and an ssd

I7s really only shine when editing/video rendering

An i5 will do you just fine for gaming

Single core performance is higher in the i5 6600k, the only upgrade is the 5960x which is $999

i7 is useful for hyperthreaded software, like video editing like said above.

Windows 10 is on new drivers, Windows 8.1 drivers will be discontinued for updating after the full release of windows 10 SP2.

SSD is great for start-ups, great for gaming, but I just assumed you had one honestly. If not, grab a 120gb EVO 850 for around $60.

Since Ur buying it piece by piece,
Get the i7 since Ur planning to stream anyway.
The games u listed don't require high end gpu either, so get everything else first then the gpu on sale.
