I'm looking to spend about $300-$400 here towards the end of May to upgrade my PC. I want to play next gen games on pretty good settings. I'll be playing games like Doom, Overwatch, No Man's Sky, Fallout 4, Star Citizen, and Ark Survival Evolved. Here are my current pc specs. Looking for your input, thanks in advanced!

AMD Phenom II X4 955 Black Edition
ASRock 970 EXTREME4
G.SKILL Ripjaws X Series 8GB
XFX HD-695X-CNFC Radeon HD 6950 2GB
HITACHI 500GB 7200 RPM HDD
OCZ ZS Series 650W 80PLUS Bronze PSU
LG 22X Super-Multi DVD Burner
COOLER MASTER Elite 430
COOLER MASTER Hyper 212 EVO

You don't really have enough to do both.
To see a really significant improvement on either,
you'd need to spend about 300 on a GPU
and about 300 minimum on CPU/mobo/ram

Something like this would be the ideal: [included both gpu and cpu]

However even if you went a little cheaper on each:

600 for all. Going any lower on the GPU or CPU would be fairly small upgrades compared to what you have now.

In any event, I would likely pick up the GPU first, because your CPU, while out-dated, is still alright. While there are GPU options that are far superior, especially if you wait a month when we have a set of new graphics cards coming out :)
I would also overclock your cpu a bit, if it isn't already (buy a cooler like the 212 evo if necessary)

Lastly, if you do get a GPU, I would also consider grabbing a 240 gb SSD to put your OS on, as you will see faster boots and faster load times on games installed to your ssd.
I included an ssd here, but you may choose any ssd you like just about.

I'll wait for the newer cards to come out to see if there are any price drops on the older cards. I'll prob upgrade GPU first like you suggested and save another $300 for CPU/mb

Sounds good :)
AMD is also releasing new cpus this year (later on) if you wait on those as well, it should definitely create better price options for you, as they are supposed to be about the same power as intels chips, hopefully creating some price wars :)

Just for gaming? not really.

If you plan on doing Photoshop/Rendering/Encoding/etc the ddr4 could save you a little bit of time.
