Have it down to trying to boot with just the CPU and cooler on and it stays on for about 10 seconds and then reboots.

You need the RAM installed too.
Reset the BIOS to defaults, by removing the CMOS battery for about 30 seconds.

I did the bios thing, should I put one stick in, and try again? It's turning on for about 20 seconds and not doing anything, then turning off. I say and counted.

Got it working, PSU was bad. Grabbed the one out of my old PC and it's working great.
