I had a guy at the LAN center build me a computer to stream/play games, but it seems a bit sluggish.

Not a big computer guy myself, but I would like to know if its possible to upgrade or should I just spend the 1000-1500$ on a new build.

Was built a year ago, now I find myself lagging when running multiple games.. SF5 is unplayable if I have a stream up, let alone another game, in windows mode.

It still doesnt say what graphics card is.
It could be an r9270

Either way, you dont need a new computer.
Just get 8gb more ram for now, and find out what graphics card you have for sure.

Then youre perfectly fine.
The only thing you should upgrade is 8gb more ram.

Is ram really the issue? I never see my computer processing over 50%.

if it is, that seems to be a super cheap fix. Seems like I use DDR3, should I just grab another 8gb pack APG adata like he used?

You have a good computer, you werent ripped off too much like you were thinking.
8gb is enough, but if you wanna be up to the standards of today get 16, you will also see a slight difference in the computer behaviour, especially when/if you upgrade to windows 10.
