More specific use (what games, what programs): League of Legends, CS:GO, OBS, some video editing.
Planned time until purchase: ASAP
Do you need an Operating System?: Yes
Do you have any specific preferred components?: SSD
Do you need a sound or wireless card?: No.
Do you want stock cooling or do you plan on overclocking?: Stock.
Do you need a monitor? mouse? keyboard?: A 23"+ would be okay.

Looking to get this soon, I plan on streaming some Poker as well. If it's not a prebuilt, I would need to know EVERYTHING I need to buy to get this done. Including tools.

The only tool you need is a philips screw driver and hands. some zip ties if you want to make your cables look nice and tidy.
You may purchase a windows key with the rest of the budget at reddits microsoft software swap forum.

Anyway we could do closer to $700 before rebates and no monitor? Thanks for the help man!

As long as you can stretch for 20 dollars, yes!

You could cut the graphics card down, but that would take you down very far in cost (next most powerful card is around 220ish?) and you lose a lot of performance relative to that. So as long as the 20 bucks wont break you, I would highly recommend that.
