Looking to upgrade some components. I am primarily interested in being able to do video and sound editing. what would be the best bang for my buck here?
<$300 budget. Cheaper if possible. I know HD is a given, so dont count that as part of the budget..

Well there is not much that you can upgrade. For below 300$ you will not find any CPU/Mainboard that is better then your current one. The only thing you can replace is the graphics card, as the 6900 series is quite old.
Which card you want to buy depends on your Programms. Some Programms have better implementation of OpenCL acceleration (AMD), other work better with cuda (Nvidea), and other like Adobie Premiere support both. So look up what works best with YOUR programms.

BUT, for workloads like exporting timelines of video clips or transcoding videos it does not really make a difference which gpu you use, as long as you have one.
Only when many effects like chroma keying come into play a more powerfull GPU is worth buying.

Also you should get a SSD at least for all your work in progress.

ssd + video card are really your only options if you're looking at video editing.

reason: ssd = faster saving/opening of videos/sound files that you will want to edit --- you'd have to wait for years with an HDD
also you budget couldn't fit a decent video card + a decent mobo + cpu that could replace your current (and be reasonable for the increase)
I try to steer clear of recommending improvements where the user won't see an actual improvement.
