More specific use (what games, what programs): Starcraft (want to be able to play on highest settings with no lag)
Planned time until purchase: Plan to buy it in a week or so.

Do you have any specific preferred components?: Prefer Nvidia, but if AMD would be cheaper that's fine
Do you need a sound or wireless card?: Both
Do you want stock cooling or do you plan on overclocking?: stock cooling
Do you need a monitor? mouse? keyboard?: Yes all 3

If you can find a custom built PC that meets my requirement of running Starcraft on highest settings and is within my budget that would be a major plus as I prefer not to build it myself.

If you want a pre build pc then simply check the recommended requirements and buy one. Since that game does not demand much it is easly in your budget.

If you don't mind going over budget this is a great build
This had a better mobo with better onboard sound and overall a lot better mobo, better SSD, 1TB more HDD, better case, better PSU, better and bigger monitor.

If you really want Nvidia card which is the same price and about 19% slower overall you can switch to the GTX960 instead of the R9 380, but I do not recommend doing that.

You could get away with a 750ti if that's something you want to do.
