So I want to build a PC in a mini tower to specifically run emulators and maybe some of my Steam games but mainly focused on emulation. I'd like to be able to run everything up to PS2 and GC/Wii.
Could a machine like this be put together for around $250-300? My absolute hard price cap is $350.
Could anyone make a build suggestion?

I don't know the minimum requirements are on the emulators.
You'd have to hunt for a deal on the psu, because right now theyre all expensive. you can set a price alert to grab this evga 500b or a corsair 430/500 for 15-20 bucks after rebate.
Something like this

You could shop for the video card used and grab something like a 750 or 750 ti with no external power to keep things easier on you, cable wise in a small build.
I dont have experience with that case or mobo, but mainly just chose cheap things for example, since case is obviously up to you.
otherwise consider it a reasonable start.

The new Brix with 6th gen i3 should do fine, add 8gb ram and cheap SSD.

Might need something a little bigger to play steam games. Might need like an r7 360 or something.

You don't need a video card, the onboard video card is way more then enough and will handle some steam titles as well.
If you go with a micro atx instead of a mini itx you can save some money like the link bellow.
