The build I currently have in mind: http://pcpartpicker.com/p/6RvBNG

Budget:
Maximum you will spend? - $950
Will you complete mail in rebates? - I will.
If so, may we go over-budget if rebates bring you within budget? - Yes
Do you need Windows Operation System within budget? - Yes, NON-OEM is a MUST.
Need a Monitor? / Mouse? / Keyboard within budget? - 1600x900 monitor, don't need a new kb/m.

Basic Info:
Specific Uses (Programs, game titles etc.) - Path of Exile, Streaming through OBS, Video Editing, Steam Gaming, the works.
Country? - USA
Will you travel to NCIX (canada) or Microcenter (USA) for parts? (Null if unsure) - No

How much hard drive space do you want or need? - ~2TB, I don't need a SSD (I'm happy with load times as they are rn.)
Will you use wireless or wired internet? - Wireless
Will you overclock CPU and/or GPU? - At this time no.
Any special requests or useful things to tell us? (Specific case, need lots of storage, audio etc.) -

Do you prefer any specific colors for the build/computer case? - No
Do you prefer a window on your case? - I do not want a window on my case.

your build is already quite good. The 960 can handle most games in full hd, but you cant really push the settings all the way to ultra.
Sadly your budget does not allow for many changes, since the monitor will pretty much need all the remaining 150 dollar. If you settle for a bit cheaper monitor you could go with a 4gb 960.

check ebay for a scratch and dent monitor I got my 23" asus for 55$ shipped from there. Brand new, just had a few scuffs on the bezel. And a un noticable scratch on the screen that can only be seen when off.

also I 100% suggest a ssd for poe. your load times go from something to nothing. Just grab a 120gb for 40-50$ as a boot drive for windows and your games.

Look on other forums also for deals on monitors, RAM, etc. I'm selling my quad channel DDR3 -1600 for less than what your priced at. I've done well by doing this.

If he plans on playing at 1600x900 a 960 will indeed max games out. Might have to turn off AA, but everything else should run at ultra.

Whats wrong with an OEM version of windows? Its literally the same. You can get a key for Win10 from /r/MicrosoftSoftwareSwap for like $30 and just download the ISO from Microsoft. Its a legitimate Windows key. Just make a bootable USB with the ISO like you would get with a retail version anyway and save $70.
